The Gwinnett Place Community Improvement District (GPCID) Board of Directors is soliciting competitive sealed proposals from qualified consultants to prepare intersection improvement traffic studies for sections of the Pleasant Hill Road, Satellite Boulevard and Steve Reynolds Boulevard corridors as outlined in recommendations from the 10-year update to the Gwinnett Livable Centers Initiative (LCI) plan. The budget for this study is a “not to exceed” amount of
$88,000.00.

Proposals will be received until 3:00 p.m., January 21, 2013 in the Gwinnett Place CID offices at 3700 Crestwood Parkway, Suite 680, Duluth, GA 30096. Any proposal received after this date and time will not be accepted. Questions regarding proposals should be directed in writing to Joe Allen, Executive Director, Fax: 678-924-8179 or jallen[at]gwinnettplacecid.com no later than December 27, 2012. Proposals are legal and binding upon the consultant when submitted. Pending approval by the GPCID Board of Directors, it is anticipated that the effective date of this agreement would be February 13, 2013.

Selection criteria are stated in the Request for Proposal package. The award of the contract will be to the consultant whose response complies with the requirements set forth in this request for proposal, and whose proposal is the best proposal taking into consideration all aspects of the responses. Rates will not be the sole determining factor. GPCID Board of Directors reserves the right to reject any or all proposals, to waive technicalities and to make an award deemed in its
best interest. The written proposal documents supersede any verbal or written prior communications between the parties. All consultants submitting a proposal will be notified of award.
